Investigating, the Doctor learns from Captain Hart, commander of a nearby Naval base, that the sinkings have centred around an abandoned sea fort. He and Jo then visit the fort and are attacked by what one of the men there terms a Sea Devil – an amphibious breed of the prehistoric creatures encountered by the Doctor shortly after his exile to Earth.
The Master, aided by a misguided Trenchard, is stealing equipment from the Naval base in order to build a machine to revive the Sea Devils from hibernation.
The Doctor takes a diving bell down to the Sea Devils’ underwater base to try to encourage peace. His efforts are frustrated by a depth charge attack ordered by a pompous politician, Walker, but in the confusion he manages to free a captured submarine and escape back to the surface.
The Sea Devils then capture the Naval base, and the Master has the Doctor taken back to their control centre, where he forces him to help finish the machine. The Doctor sabotages the machine and the two Time Lords escape together just as the base is destroyed in an explosion.

Its’ owner, Doctor Tyler (Rex Robinson), is summoned by Ollis’ wife (Patricia Prior) but Ollis vanishes from beside the device before he arrives. Tyler contacts UNIT and takes the device into their HQ. He was going to contact them anyway in view of the recent results of his tests which show an unknown type of cosmic lightning, directed at the Earth. The Sound of Drums – Episode Guide

Visibly shaken by their ordeal they make their way to a main street whereupon the Doctor insists that they will have arrived in the same time zone as the Master.
Jack notes that the Master will have regenerated and as the Doctor observes a nearby tramp tapping out a rhythmic beat on a mug a giant screen above them reveals Harold Saxon, the newly elected Prime Minister. The Doctor recognises him instantly as the Master and after kissing his wife Saxon addresses the cameras around him, concluding:

On a beach in England Dr Tom Milligan watches as Martha Jones arrives on a small boat. Running ashore they greet each other, Martha claiming she needs him to take her to Professor Doherty. He agrees and they walk together, Milligan lamenting about the stories he has heard of his new companion.
“Martha Jones, they say, she’s gonna save the world.”
